     “Taiwan-Thailand Higher Education Forum” aims to encourage the exchange of more opinions and experiences on the development of higher and technology education, enable participants to reach a consensus for future action plans. These years Taiwan-Thailand higher educational cooperation has reached a great consensus in approaches such asscholarship programs and internship programs, extended between Taiwan-Thailand universities and corporations.  

      2011 Taiwan-Thailand Education Forum was held by The Elite Study in Taiwan Project (ESIT) in February 11, 2011 at Shangri-La Bangkok, the topic of the forum mainly aims at academia-industry cooperation, preparing for the sound communication of higher education and talent development on both sides, in the hope for opening a new page for the academic exchanges between Thailand Taiwan. A Signing Ceremony of MOU on Cooperation in Higher Education and Research Thailand and Taiwan was arranged in this Forum. 

     In March 19 and 20 of 2012, “The 2nd Taiwan-Thailand Higher Education Forum” was held at National Taiwan University of Science and Technology. The outcomes from this forum were fruitful. The relationship between Thailand and Taiwan has further strengthened through exchanges and cooperation in the fields of engineering, information technology, management, healthcare and design. This forum has been a success based on three results. First, consensus has been reached in a number of important areas during the forum. Second, discussions and interactions between two countries have strengthened and moved forward, especially, in the area of engineering, information technology, management, healthcare, design, and other fields. Third, the education officials in both Taiwan and Thailand agree to interact even more closely in the future to achieve concrete results in all these areas. 

     The Office of Higher Education Commission of Thailand’s Ministry of Education hosted the 3rd Taiwan-Thailand Higher Education Forum in Bangkok on November 20, 2013. 147 representatives from 73 universities in Thailand, and 84 representatives from 40 universities in Taiwan attended the forum. The Ministry of Education in Taiwan and its counterpart Ministry of Education in Thailand agreed to hold such a forum annually, and take turns to host it. The first forum was launched in Thailand in 2011 and the second forum was then held in Taiwan. During the Roundtable meeting of the Forum, educational officials from Taiwan and Thailand discussed the regulations and criteria for selecting lecturers fromThai universities to receive scholarships from Taiwan to pursue studies for a doctorate or master’s degree in Taiwan. Thai educational officials also welcomed a proposal from Taiwan to arrange for Thai administrators and university academics to undertake a research visit in Taiwan, to get a better understanding of the degree programs available in Taiwanese universities and the kinds of research projects. 

     The 4th Taiwan-Thailand Higher Education Forum was held at the Grand Hotel inKaohsiung from November 23 to 26, 2014. Its theme was Accelerating Taiwan-Thailand Academia and Industry Partnerships: Advancing Career Opportunities and Product Development, a theme completely in focus with the urgent needs of both countries to fully utilize higher education to help drive economic development. The Forums were originallybegun to achieve the goal of strengthening and broadening such educational cooperation, and in September 2014, a great achievement was accomplished. Thailand and Taiwan entered an academic agreement of establishing the Elite Study In Taiwan Program. Thiswill see 600 university lecturers in Thailand come to Taiwan to pursue a PhD. The 2014 Forum was co-hosted by the Ministry of Education in Taiwan and by the Ministry of Education in Thailand, and National Pingtung University of Science and Technology (NPUST) in Taiwan and Phetchaburi Rajabhat University in Thailand were the co-organizers. Delegation of 120 presidents and directors from both sides Universities and Colleges attended the Forum, where they met with around 65 participants from universities in Taiwan for direct dialogue to foster cooperation. 

     The 5th Taiwan-Thailand Higher Education Forum was organized by Phetchaburi RajabhatUniversity and Office of the Higher Education Commission (OHEC), Thailand on 24-26 November 2015 at Dusit Thani Hua-Hin Hotel, Cha-am, Phetchaburi, Thailand. The forum was attended by altogether 210 attendants comprising universities’ administrators and academic from Taiwan and Thailand as well as OHEC and Office of the Vocational Education Commission (OVEC)’s executives and officials. The theme of the meeting was on “Enhancing Research Collaboration between Taiwan and Thailand.” Both parties agreed that the forum will be held every two years. Additionally, Thailand proposed an organization of research symposium to showcase research collaboration under the Taiwan-Thailand Joint Research Collaboration Program on the gap year. 

     The 6th Taiwan-Thailand Higher Education Forum was organized by National Pingtung University of Science and Technology and the Ministry of Education, Taiwan, on 13-16 June, 2017 at Kaohsiung, Taiwan. The theme of the Forum was “Taiwan–Thailand Partnership for Enhancing Global Mobility, Innovating Leadership, and Connecting with Industry”. Various fields of interest for development in the university sector were alsodiscussed, such as Smart Agriculture, Biomedical, Biotechnology & Health Care, Smart Engineering & Technology, and Business and Tourism. This year’s forum was attended by 121 representatives from the Office of the Higher Education Commission and universities in Thailand, and by 116 representatives from the Ministry of Education and universities in Taiwan. During the forum, a special MOU signing ceremony was arranged for a Taiwan–Thailand University Student Internship and Exchange Alliance under the New Southbound Policy as an Industry-Academia Collaboration New Model. Mutual efforts and international internship collaboration will enable universities in Taiwan and Thailand to better prepare their students, and equip them with the practical skills and competencies that will allow them to integrate knowledge with work, broaden their vision to international levels and have successful careers in our increasingly globalized world. 

    The 7th Taiwan-Thailand Higher Education Forum was held by King Mongkut's University of Technology Thonburi and Office of the Higher Education Commission (OHEC), Thailand on 22-23 July 2019 at Amari Watergate Bangkok Hotel, Bangkok. The theme of the meeting was on “Taiwan-Thailand Partnership for Fostering Innovative Learning, Outcome-based Education, and Skill Development through Industry Collaborations”. The forum was attended by altogether 200 attendants comprising universities’ administrators and academic from Taiwan and Thailand. 

     2021 Taiwan-Thailand Higher Education Forum will be organized by National Pingtung University of Science and Technology and co- organized by Association of Private Higher Education Institutions of Thailand (APHEIT) on November 29, 2021 (Monday). Due to the impact of the COVID epidemic, this year Taiwan-Thailand Higher Education Forum will move to online meeting. The theme of the meeting was on “Taiwan-Thailand Partnership: Interdisciplinary Collaboration and Sustainable Development in a Post-COVID Era”.
